World of Warcraft - Item Upgrade
The item upgrade feature allows players to boost the item level for equippable weapons or armor. This increases the effectiveness of the gear, as well as sometimes adding buffs or the rerolling of an affix.

These upgrades can be used to boost a variety of purposes for example, to increase the overall power of a group or individual unit. They also can affect the overall the gameplay.
The NPC for upgrading items can be found in the game. In general, these NPCs are located in major cities or questing areas. You can also find item-upgraders by visiting dungeons that have high-level bosses and talking to NPCs at the garrisons of your faction.
The system of upgrading items in World of Warcraft provides players with the option of upgrading the levels of weapons, armor, and trinkets. The process is similar to the process used for gear reforging in Mists of Pandaria and Warlords of Draenor, but instead of using the currency appropriate to the task players must visit an NPC for upgrading items to complete the process.
Item upgrades can be costly, especially when it concerns armor and weapons. Depending on which upgrade track you select, each level increase will cost Valorstones or Crests. The total cost could be prohibitive for players who don't have the resources or aren't willing to grind them.
Fortunately the game lets players play a reroll of an upgraded item by using a special tool in the menu of items. This option exchanges the upgraded item with an equivalent version at level 1 which comes with an additional set of bonus effects. This can help you get higher scores on items that are already upgraded, but can be a waste of time and resources.

A player can roll an upgraded item using a Reroll Token to exchange the upgrade for a new one. The new item comes with different set extra bonuses, as well as a lower level of the item. The rerolled item also has different requirements for strength and dexterity. It is important to note that the rerolled item does not retain its original level or any of its wasted resources.
Rerolling upgraded items is only possible if the item was upgraded was an Epic Rare, Rare, or Unique. Some exceptional items can also be allowed to be rerolled, but their original stats will be replaced by a flat bonus. Rerolling a Rare item will result in a Normal version the same type, whereas rerolling an Epic item will result in an Elite version of the same kind.

To upgrade an item of equipment, you need to visit the NPC [Armor] Boboko in Central Flarine. You will require Power Dices depending on the item. (Dice 6 are dropped by monsters 21+, Giants and Bosses; Dice 12 can be found from Bosses). You will also require different amounts of Minerals, Erons and Giants.
Time is an important factor.
Upgrades to items can be used to increase the power of your equipment and ship without the need to upgrade them. Upgrades aren't cheap, but they can be an effective way to increase your stats and not have to spend a lot of time in battle. It's crucial to know the cost and benefits of item upgrades prior to investing money or time.
Each upgrade boosts the stats of an item by a certain amount, and also offers a chance for a bonus substat increase. The random substat could be anything from a minor boost to a massive boost. This process uses Growthstones and Sollant however there is a ten percent chance to get a fully upgraded item with only one cycle of growth. The more levels an item attains, the greater its boosted stat value and the more items it can upgrade to.
Upgrade components can be inserted into armor, weapons and trinkets in order to give an attribute benefit or an additional effect while the equipment is equipped. Certain upgrade components also have cosmetic effects. Players can obtain upgrade items by crafting, buying from vendors or on the Trading Post, looting, or receiving as an incentive. Additionally players can retrieve upgraded items using an Upgrade Extractor, or salvaging them with a salvage kit. Glyphs placed on gathering tools can be swapped freely.
By selecting the item and pressing the green button with a an arrow for rerolling the player can reroll it into another upgradeable item. This will change the layout of the item window and allow players to choose up to six items to "recycle". The item will be replaced by one of the level 1 items. Recycled items won't keep their status, nor will the resources used to upgrade them.
The maximum level of upgrade for an item is determined by the item's level and its quality. Rare and Epic items are able to be upgraded to levels of nine, while common items can only be upgraded to level six. Item upgrades are added to the base statistics of the item, meaning that they won't increase after a certain point.
